Create windows service to encrypt and decryptdecrypt tiff files

I can create simple Windows service (using C#) that will monitor given folder for new tiff files. For each new tiff file it will encrypt it using given algorithm and file name as a password and next it will rename it just like you want. All need to start is a bit more details about decryption part and what file names do you want to use for files.
