Fix Both Windows Task Scheduler And Twilio Automated Email Generator

I have two programs that used to work: Windows Task Scheduler and Twilio. Neither one works now, but the code exists I think in both the Task Scheduler and Python. It just needs to be activated on a schedule. I need someone to make these work. The issue with the Python Task Scheduler was that it was supposed to work every hour but only worked maybe half the designated times. With the Twilio, I changed what notices I need and that is now inactive. The Twilio code doesn't have to use Twilio. I understand there is a way to generate these emails just using Google. The code is supposed to send me an email whenever a stock hits a certain price using data from my Google Sheets. Only the Windows/Python Task Scheduler is urgent. The auto email generator can be done any time. In your proposal please be clear about exactly what experience you have with Task Scheduler and with Twilio or some other email generating process.
