CSS / Html work on a Drupal Theme / Website

Banner Redsigning - Should be simple and Beautiful , ohhh and should load very fast. Need CSS / HTML for my left menu, at the moment there is padding and its black colour that needs changing to a lighter colour. Need blocks creating that a similar to the attachment, should be html ideally and load faster. Need a primary links menu similar to the attachment, any idea welcome. Should be beauiful and fast to load and seo friendly. I need the taxomy list page css changing, so page look better, again simple css.
