This is very easy and should take about 15 mins to complete. I just need to check the date and time for the particular time zone (EST) when ever the page loads and display the script whenever it falls within the stipulated time frame. Im very familiar with PHP so this should be a walk in the park.

just get the current time using new date function and check if it is between your requirement then run the script or if not full fill the requirement just use the exit
