Local (Cities) Coupon Website

My Project: Max Budget $450 -- I need code similar of the script [login to view URL] but in PHP and MySql. Simple project especially for those who have done it before. This script will be used in new website. Basic webpages and Script installation is needed as part of price. Mod-Rewrite for SEO friendly urls needed. There is a need for a simple Homepage with multiple cities in the State of Texas,USA-- each city with its own "Local Coupons" database, coupons to be printed or emailed by consumers: PHP code and MySql code for 8 Local Areas (Cities)-- eight cities to start with- McAllen Area, Harligen Area, Brownsville Area, Houston Area, San Antonio Area, Laredo Area, Corpus Christi Area and Austin Area (All in Texas). Need all other features and functions similar to fusionzone's CouponZone software except National Coupons & wireless modules- only eight city "Regional" (South and Central TX Region). All webpages need to be wide with ample room and facility to accept Google or Yahoo ads Top & Bottom and Left and Right. The Code should be designed to easily upgrade to more Cities in the State of Texas (later project). I do NOT want the wireless modules-- But I am willing to consider the affiliated modules if it can be accomadated easily enough for under $450-- if not I would consider it as an add-on and would see if the extra $ cost would be reasonable and profitable in the long run-- first I need to know how those affliate modules work and their supposed utility. The code must included facility to accept PAYPAL and Credit Card payment from the Businesses/vendors offering coupons. I require a demo of the completed project on the programmer's server to verify the completed project's functionality. The progammer will give me full rights to the code to use in all my websites and the rights to sell the code. In return, I will give the programer rights to reuse portions of the code in future projects for other clients as long as all the code is not reused in totality as an exact clone of my project. And, I plan to use Escrow Service and PAYPAL to pay. All payments will be VIA Paypal only. Preferably Needs to be completed within 90 days.
