Website setup and unique access pin application

I need someone to setup a site for me. The pages are already designed and what I need is the pages installed on a godaddy server. The biggest part of this project is I need someone to setuip so that when people enter my website and pay they get a one-time use access pin number. That pin number will allow them access to the site and it will allow them to call our office and access a phone consuleor. We will need to also be able to give pin numbers to people who call in. So the customer can call in to our phone system, or pay thru our website. The program will need to create unique pin numbers for each caller or website buyer. We will also need to be able to access the pin numbers to close out the ones that have been used and we will use that same pin number to create a file number for each person that calls.
