Simple Chat + Video Embed

The main basis of this project is going to be: 1. A Multi-Room User Created Chatroom. Scripts are okay.? 2. Attached the Admin of the Room will be able to display a video embed. So a person would grab the embed code from youtube and post it into a field, it would update to all users in the chatroom. 3. The basic feel will be that the admin of a created room will be able to chat and post videos of reference.? I would like a coder to do their magic and see if this can be done in HTML and Javascript or PHP. Either way I have a budget of over 100 dollars and want to find somebody who will be creative. I am not going to micromanage; I just want it done.? I have a server if you need a place to create and will give information for MySQL or FTP Access. Hope to talk more about this!
