Highly Custom Chat

I am currently in need of a programmer to help me out with a project. This is going to be a highly customized chat system that has integrated member management, video/audio chat, allow pictures and sideshows to be shown all by the admin of the chat room only. The basics of what I want is to be able to run a truly live auction house using video/audio and pictures of items and in the long run recorded videos to show the products. I want a bid button built into the chat system below a display of the current bid amount with the option to set a timer for closing the auction when no more bids are being made, or give the admin of the room (the auctioneer) to be able to be able to close the auction when they believe all bids have been made. It would be good if every room could have a calendar for their auction with what's going up for auction and starting bid amounts allowing the auctioneer to post 1 picture per product they are auctioning off, and allowing them post up to 5 pictures of X amount for 1 featured item. I would like to be able to change how many pictures they can have per item and per featured item based on membership levels. I would like the code to be written in php and mysql if possible. It needs to run fast, clean and efficient so no bids are missed and so people aren't bidding more than they think they are when they hit the bid button. I would like to be able to set the option allow people to revoke their bid for X amount of seconds with 0 being a default for this option being off in case of lag or clicking on the bid button at the same time as someone who has bid more than they are willing to pay. This is a lot of work and would be open to a modified open source chat script that already offer video chat with a basic member management system to lower my costs as I am trying to get this done as cheap as possible.
