Design a Clan Application System (Similar to Enjin.com System)

We're looking for a simple wordpress plugin to be made for us. We need a plugin which users can apply for certain groups set by admins and after being filled out, that applications are saved to a page which users can vote on the person being accepted, denied, etc. In the applications, application moderators can accept, deny, or set to pending for the application..
