Fifa 13 Ultimate team Autobuyer

Hi, I am looking for someone who is available on a recommended level to be able to create me a web-app autobuyer for the up and coming Fifa 13 game. I would have quite a number of requirements which i have detailed below and i would be looking for feedback first on previous projects the freelancer has done. Okay here goes the application requirements, The autobuyer must be able to bid or perform a buy now on any players i choose to list the software to do that are under the market value. (user must be able to do this) and should have a simplistic way to change if market value increases/decreases. It must be able to automatically refresh within one second to prevent other buyer's from gaining players on low market value. I would like it to contain the different parameters type's (Resource ID'S) of contracts you can buy, for example as it refreshe's every second it will also need to do the follow up action's within a second intervalalso in order to get there quicker than anyone else. The autobuyer would be able to add new players in a simplistic way, and be able to search for multiple player/misc id's at the same time (important) and to allow me to enter a specific price range to buy the player's. For security i would like to be able to enter my own login details. Once consumable contents and players have been purchased in the autobuyer it would automatically relist all contents at the prices i have set it to. I would like it to run on Xbox360 along with Ps3. Also i would like a user friendly interface. Easy to understand and use! I am flexible just let me know what the problem is. please make it secure so i wont get banned!
