Build a Website

I'd like to build an administrative dashboard website to manage emailing users a custom message with a link to a web survey and also monitoring the link with a redirect to determine if the link was executed . The site would also have a mechanism to send reminder emails at specified intervals in a settings area if the link was not used. The site would grab user data (name, email, date) daily from Qualtrics website using an API and make a determination based on a date comparison of the current date and the date returned from Qualtrics for the user. The site would also manage the email campaigns with some type of interaction between admin defined data and also data obtained using the Qualtrics API. I will provide a mockup of the basic design and functional specs of the site, I'm thinking it will evolve over time, starting with a very rough proof of concept implementation without much of a user interface. This project bid is for the rough proof of concept implementation without much of a user interface just to test working with the API and the basic functionality of the system.
