Book Cover Graphic

We need a cover illustration for a book titled "The Privileged Few." The book is about the select small percentage of people who have high influence in the way that America is run. The Privileged Few (the ones with the money) make decisions in a way to benefit the rich and keep the poor powerless. The cover idea has been sketched (see attached) but we need a more professional look prior to publishing. The desired graphic would be silhouettes of a group of people (representing a Privileged Few, or group of powerful decision makers) around a conference table with a large window behind them overlooking the Congress House of Representatives. On one end of the table should be a more heavy set "bull dog" powerful looking guy and then on the opposite end should be a skinnier, older looking man with strong features. The photo that I have to represent this is just to give a general idea of what is wanted. We want the window to look like a window (maybe some glare or shine on the glass) looking out to the bright blue sky behind the Congress House. The silhouettes should not mush into one big blog as the drawing currently shows and it should be more apparent that each individual figuring is sitting in a chair around this conference table.
