Database driven site

The site is for a competition where players join the Challenge by registering and creating an account. This will cost say £25 and payment will need to be taken as part of the process, but not required to be built in. Users enter their scores from rounds they have played, together with date and course. The UK & Ireland will be divided into 8 regions and users will choose their region on registering (or can it be determined automatically by postcode?) and each region will have its own leaderboard of the users with the best scores, plus it will always display the position of the user, wherever he is. Part of the registration process would be opting in to a mailing list and collecting demographic date. Therefore we would need a mailing function, plus reporting function to show stats for each of the demographic questions (ie how many users from England) and possibly the facility to pull out users with certain demographics to email specific groups. Likely capacity is 10,000 users. Site design is not required. If possible please submit similar examples, and explain how you see the process working.
