I have a drupal 9 site, using Drupal Commerce and PayPal for checkout. When someone goes to checkout, it directs them login or create an account. Good so far. It then has a button to review the order, which takes them to the review page. Good again. Now the issue. On the review page, there is a single button to Complete Checkout. If clicked, it completes the sale without taking people to paypal. It should take them to the /cart link where paypal is available to complete the purchase.
