Website Design - specific needs - please read

Project Manager looking for designer to create a site for a small startup financial services company. End design must be something more than a stock/free template, but not overly elaborate - it must reflect the aesthetic of a serious business website. Requirements: -Very good english - I would like to communicate well about the project -The site will be integrated with a CMS, so knowledge of how to make CMS-friendly pages/templates is critical. - Site will require a front page, plus 2-3 variations/templates for inside pages. -CSS based design -No tables -Clean code(e.g no dreamweaver tag clutter, etc.) This job will go to someone who is experienced with this type of client. Please send samples of similar "old Business" type work. The end design should be appealing and dynamic (perhaps small flash elements for buttons, menus etc.) but most important, serious. I am NOT interested in cartoon, graffiti, hip-hop, goth etc. style samples for this job. I will also be asking for CMS integration, and will consider you to do that as well, but a good design is key and I want people who are 100% professional at each stage in the process. I'm choosing Medium project, because I'm willing to go over $300 for the job, but please keep it reasonable/to the lower end of the range.
