40 templates of my www.englishgratis.com website to be made responsive and compliant with Google Mobile Test

English Gratis is a huge site based on at least 40 different templates created with very old Microsoft FrontPage technology. I need someone to have a look at these templates and convert them to fully responsive pages able to pass the Google Mobile Test. Also, I need at least 4-8 hours of training on the part of the programmer so that he can teach me how to use the new templates to create new pages, edit them, etc. PS Please note that this particular project is earmarked for a freelancer I intend to rehire.
