Duplicate Website on New Theme and migrate to CPanel platform

In addition to recreating the website in a safe environment prior to it going live on the Cpanel - it will need to be as seamless as possible and it needs some better copywriting on the home page, etc. You will be staying with the same design, colors and fonts. It is on the Vertex Theme and has a lot of customizations that prevent it from being able to update the theme. the PHP use to be 5.2, but was updated it to 7.2 and have had nothing but problems. May need to downgrade to a lower PHP and then brought back up for stability. Current issues is updates missing. Opt in sign up box goes missing, pages acting wacky. Slow loading times. My site had 3 different opt in page builders (instapress, optimizepress and WP Bakery). this needs to have website opt in's on one opt in builder ( Divi plug in) - or - another one you can suggest that has the least amount of issues and will be around for years. I need to keep the website similar to what is now. There are currently 26 active plugins. Some will be removed as they are duplicated with similar features plugins. ( Example ContactForm and Gravity {paid version} are same thing so one will have to go) The home page would need a script that would provide guests with a free instant tarot reading. The goal is to decrease the bounce rate and increase the engagement rate plus it needs to convert better. Site needs to be clean, responsive on all platforms (computer, mobile, tablet, etc), fast loading times (3 to 5 seconds), interactive (suggestions would be appreciated) Also, I would need the site built while my current site is still working.
