Need a newssite with joomla

I live in norway, and i have a project i want to see if anybody want to create for me. i bought the domain [login to view URL] (in english =yournews) And the name says it all. It should be a easy to admin joomla site with the feature that allowe people to post news from their local or national area and even internatonal news with the kategories sport,economic,weather,politics and everything a newssite should have. Like an ordinary newspaper, just with the option that everybody is a journalist. You have to register to post news, and the newspost can be rated that the higher rating, the higher up on the site it goes. It should have the option that journalist can feature their news with the admin aprooval. The looks of the site should be like the norwegian newssite [login to view URL] (but sweeter design is wanted) . The newspost can be provided with audio, video and so on. Have been good with features like "journalist of the month" "top viewed" .. People can also report bad journalist etc. An advertisementarea is also needed for future income if the site gets big. People who want to see the news can sort news from witch area they want to see news from, for example "trondheim" thats a city in Norway. For all options i can provide all cities and locations in every city. The site must be able to handle the 3 norwegian letters æ, ø and å. I you have futher questions please ask.
