Website and log for new Custom made computers, and Computer Tech

Hi, I am starting a company, which will all be legal. What I need is a logo and a website for my company which specilizes in building custom made computers, and computer tech support. What I offer is computer tech support at 50% off of what regular tech companies charge. I also want to offer people who order a computer from me, discounted tech support, and people who buy tech support from me, get discounted computers. I want to tie in these 2 branches of the company together. I would need a logo and a website designed, I am going to be using a pay per click campaign on google, yahoo, and msn (live). If you have any other suggestions I would be open, and this job will be long term which I would need help with you in the future, and you will be getting paid everytime help is required. I want this person to be an e-mail away if I ever have any kind of problems in the future. I would also like to have ebay ad templates, so that everytime I create a new computer, I can easily make a ebay ad in HTML with all the new parts that I have created in this computer. I do not have HTML knowledge so this template should let me easily insert info where I need to, and pictures where I need to. I would like my e-bay store advertisments to push traffic to my main website because my main website is where I make most profit. My goal is to eliminate high cost mark-ups from expensive computer companies, and I use only the best parts in my computer, so that should make the "best computer" I need paypal payment support in my website so people can pay through that. Again, any suggestions are open , and this is an open project and I would like to have a few e-mails of discussions with the person who wins this project before we start on the site so we can have a lot of ideas flowing between us. I would like the person who wins this to have a great english speaking skills, and I would like everything to make sense to me, when we communicate. I only provide computer technical support to people who are local to me, but I would like my custom made computers to be sold on ebay stores, and my main website. I want most sales to come through my main website so I can maximize profits. This website must include drop down menus for each and every item so customers can upgrade, or downgrade the computer parts, and everytime they change the part, I need the price to be upgraded, and the drop down menu has to say how much of a price change there will be if they select this item. For example : Included : Windows XP Home Edition Upgrade options : Windows XP Pro Edition (+ 80.00) Windows Vista Home Basic (+ 50.00) Windows Vista Ultimate (+150.00) This was only an example so you can understand what I am trying to say. I would also like some help on my ad campaigns (pay per click) IF anyone knows anything better than ppc, let me know and everything is an open discussion. If website can be created for a lower price, I will set up a commission plan for a certian amount of time so the writer of this website will get money to create the website, and also a commission for all computers sold for a certian amuont of time.
