Sports Handicapping Turnket website provider/host

Hello I am looking for a developer/designer to create a sports handicapping turnkey provider website/service, similar to e-zcapper.com. Please see attached brief. Please note that generic responses will be ignored. I am also uncertain of budget, so do not feel like your bid has to be within the range I must select. Every bid will be assessed on their merits, but I am looking for a professional, prompt service. Finally, please note that whilst money may be advanced in escrow (differing amounts at different stages if applicabe) it will not be released in advance of completion. Whilst, there is a lot of talent on here there are also a lot of fraudsters and people who give up half way through.
