100 PR4+ static one way links for Kitchen Tools related website, Urgent!

We are looking for a quality link builder to establish 100 permanent one-way (non reciprocal), PR4+ links to our Kitchen Knives and Kitchen Tools US based website. We are prepared to give additional link building projects to the right person if the price and the quality are good enough. The links are based on following point system adding up to 100. PR4 = 1 point PR5 = 5 points PR6 = 10 points PR7 = 25 points PR8 = 50 Points PR9 = 100 Points Link Requirements: 1. One way permanent static links only, no reciprocal or triangular link exchanges. 2. No Web/Links Directories, article sites, social bookmarking. No link farms, link-exchange programs, forums, blogs, Google banned site, black-hat website, porn, political extremist, religious extremist, frame site or any illegal sites 3. No FFA, guestbooks, links within forums, links within newsgroups or links from link exchanges etc. No commercial web rings or link exchange programs. 4. No sites banned by google. 5. Link page must have a recent Google & Yahoo cache. 6. Must be manually submitted - No use of Automated software. 7. All links must be from a different domain and IP address (geographically diverse, different class-c IP address block). 8. Links must be submitted on a staggered deployment basis to avoid any penalties: don't place all links at once (2-5 links per day!). 9. Links must be static (No string parameters, session ID's etc.) 10. No more than 20 outbound links on webpage where our link is to be placed. 11. Links must contain our target anchor text and link to a given page. 12. All links must be indexable by googlebot, no rel="nofollow", [login to view URL] blocking, java links, jump scripts, framed pages etc. 13. Links must be on a webpage with a Google PR of 4+, not just the PR of the sites main page. 14. Must be static links only. No redirects, JavaScript links, hidden links or links on any site that seems to have incurred a Google penalty. 15. Only ethical work will be accepted. All links must be visible and readable - no IP address or user-agent cloaked pages. 16. All Links must be from on-topic relevant English language-based developed websites and must be operational and complete. 17. Links from websites that already link to our site will not be counted. 18. We reserve the right to reject sites that do not meet our terms and will require you to add suitable replacement links instead 19. Bonus paid for links that are active after a 9 month period. 20. We want variations of the anchor text and URLs used in the links, We will provide a document containing the desired anchor text(s and URL(s). Deliverables: You will need to provide us with the following spreadsheet before any payment is made Excel spreadsheet including the following columns: • Site Name • Site Type • Date submitted • Date accepted • Link URL (the URL where our link is located) - clickable link • Page rank of the link URL • Anchor Text • Target URL - the page on our site the link goes to Payment : 50% of the Payment will be made via GAF escrow after all the 100 links / 100 points have been placed and verified. The remaining 50% of payment will be made only after the links have been cached by Google. We will pay bonus for the links that are active after 9 month period, based on PR!
