Need Traffic Increase for Car Insurance Site - 50 Unique Visits a day

I'm looking for someone to help me increase my traffic. My site deals with can insurance and gathering leads. When i say i want 50 visits i want 50 unique REAL people to come to my website and put in there zip codes, if a zip code is not entered it doesn't count as a visit, This is the only way i know of weeding out the payed traffic and unreal visitors. Also, the quality of the traffic must be equal to my current traffics conversion rate of about 40 percent so... 50 Visits = 20 Leads. A conversion is when a visitor comes to the site, puts in their zipcode, clicks on one of the providers, and fills out there forms. The guidelines. -All traffic must be REAL! -No payed traffic -No payed to surf -No proxies -No illegal traffic -No Expired domain traffic -No Traffic from outside the U.S.A. What you can do... -White hat techniques -Any promotion techniques that wont get my site banned from Google, If want to do a little Grey and black hat thats fine, just keep it to a minimum -Social bookmarking, articles, directories, you know the usual... I will track results using several tracking services. Please tell me how you are going to build the traffic and how long it will take to reach the 50 uniques a day... Im a little skeptical about buying promotions services this way so for now my maximum budget is $150. Later on i would ultimately like to build up to 1000 unique visits a day.
