circuit design

I need a PCB board designed for a device that will pulse 120vac line current with a adjustable rate of 0-20 times per second. dwell time will be .25 of the rep rate per second. you will design the device with an SCR or BS24D4A solid state relay power in =120vac power out \= 120vac amp rating 2A this circuit will have a switching set and a trigger voltage rep control along with a fuse. the input will be a line cors and output will be a female plug type you see in american wall outlets. please advise on your experience and deliver times.
