Resolving reolution problem with Adobe Encore CS 6 importing videos and assistance with Encore

I have some high quality and not so high quality video files that I want to
1. Upload to Youtube
2. Create a DVD (Pal)
I have Adobe Premiere Pro CC 2018 and Adobe Encore CS6
I have Handbrake for creating smaller video files.
I have Windows 10
When I save the video files in either high resolution from Adobe Premiere Pro or convert to medium size files with Handbrake, when importing the files as a timeline into Adobe Encore CS 6 the videos become extremely pixelated and would be unusable as a PAL DVD.
I have created a DVD before, about 3 years ago with Adobe Encore CS6 without a problem.
My feelings are that there is something seriously wrong with my computer regarding Encore CS6, but I cannot resolve the problem. There may be some software clashes going on.
YOUR ASSISTANCE
I will need you to help me resolve this problem.
You may need to take over my computer (I am in Australia EST, Eastern Standard Time)
I will need a little assistance in creating the DVD from Encore, but not a lot.

I read the project details, yours queries and required resolution.
This is a problem with the composition settings. The comp is hd whereas your footage is not. Here, I definitely need a team viewer access to ur pc. I can fluctuate with Australian time that's not a problem. However, I use Adobe cc suite 2018 which imports files with more sincerity. Let me have a look. Message me. I think I have done this before.

I think I will manage to help you.
And I would recommend using Adobe Encoder to create lower resolution files rather than third party program.
