SEO for Turkish Online Dating Site

We have a Turkish online dating site which will be launched in two weeks and need SEO for the following keywords; - arkadas - arkadaslik - partner We require the following: - Keyword Research - Meta Tags - Onsite-offsite optimisation - Keyword density and weight - Targeted link building We need a top 5 ranking for the target keywords in the following search engine - [login to view URL] (Turkey) We do not allow automation submissions or black hat, all must be white hat and Google standards. SEO Rules To Follow: - Manual links, no automated submission, link building programs or web rings such as Arelis, or Linkpartners, Backlinks, Gotlinks, LinksToYou etc. The work needs to be manual..! - No BLACK HAT tactics(ONLY WHITE HAT METHODS), no disallowed pages by [login to view URL], “noindex” or “nofollow” tags, no redirects, cloaking, framed pages, no graphics links, no flash, no links through javascript, cgi, php or redirect scripts. - No hidden links. All links must be readable and the link page must be interlinked within the site and have a link back to the homepage. - All links must be One Way; no reciprocal links. - No links from link farms or Free For All link exchange pages (FFA). - Links should contain the target key phrase as a text hyperlink (anchor), and must not contain the "rel=nofollow" tag. - No links from pages with more than 25 outbound links. - No links from link schemes, ping sites or newsgroups. - No links from mirror sites (duplicated content sites). - No links from pages named “[login to view URL]”. - All links should be from TURKISH language sites. - Links must be permanent, from static HTML pages. No dynamic webpages or under-construction sites. - Links will come from different class C IP addresses. - Etc... Payment: We will pay for this project once project completed and verified. Will check all links before payment made. You will need to provide us with the following spreadsheet before any payment is made: Link site exact URL (clickable hyperlink), Site Name, Google Page Rank and IP address. In your PMB, list the type of links you will be able to offer. You will provide a weekly report for all links. First report will be after 3 days of work. This will be an on-going project for the right individual or corporation.
