I have done this several times, in order mostly to construct viewpoints in my project and design toward a landscaped garden, but it can be done as you say. It would not be a problem. Relevant Skills and Experience You may look Masterplans and other examples of such studies in my portfolio, where GIS Data is coupled with survey data for this effect. Also Render and Photoshop would come in to achieve precision. Please keep in mind, from my experience, Google Earth in your area might not be precise enough for the job, but maybe local surveyor data may be available, or drone photos to be able to create an actually precise model from a photo set. Also photos of your neighbor's house would be required to be able to construct a model with their viewpoints into consideration. We can discuss this in more detail on Phase 1 if I am awarded. The result will be as precise as possible given the available data. Architecture's Code of Ethics also forces me to be perfectly honest with you and not lie, so, in the case we find out it does obstruct your neighbor's view, I will tell you so and will not "tweak" the model to show a false reality.
