Hi, I checked your requirements, I can do you project. Task seams easy, I can even provide you a web dashboard where you can see status of all services on all servers, you can also add data of .txt file in that panel, and it will start monitoring that server/service also. Program will check status of service every 5min. if down it will start it, if failed it will get error in DB and you can see the error msg any time you want, It can even send you mail for that. Expected time required is 8hrs.
