I am capable of all your required steps. This is the exact network stack I use, although I alternate between Django and Flask depending on the size of my web application / site. I beleive the node and react aspects will be built statically and you serve them with django correct? I can do all the required apis and queries with no issues, i believe the most difficult task will be the chat forwarding and would need a closer look at your current code to decide how to implement this :)
