Web page with PHP and MySQL

I want you to create a web page that contains a databse where clients can search according to certain criteria: the databse contains academic jobs (around 100 new jobs each week) in science, social science, economics and management, humanities etc. Each job entry only consists of the job title and a link to the web page where the relevant institutions published the original job offer (usually the company's home page). This will perhaps be supplemented by a short job description in a later stage on the basis of the original job offer. Besides this direct search on the web page you will develop, users should also be able to create a user account so that regular e-mails are sent to them after they chosen certain criteria, for example all new medical jobs. I only request you to develop the framework of the web page. Specific content (description etc.) and graphical design will be added by myself. Therefore, it would be useful if you could programme the web page in a way that I can use a normal web editor to change content. I just want to add new job offers to the databse every week and to create a graphical design. In sum, I need a ready-to-use frame web page containing a dataset and a log-in function to individual costumer accounts. The concrete content will be supplemented by myself to save money.
