Hello. I'm a professional developer with more than 15 years experience. I can develop your video upload portal with no problem. As I understood, you want a portal where users (could be admins or uploaders) upload videos to an FTP server so you can insert the uploaded videos URLs (in HLS format) in different websites. The portal needs to list all uploads in a grid with various informations, pagination, and the possibility for admins to delete uploaded videos. The only problem I have is the budget you put for the project, as it would take me at least 3 to 4 days to complete (for a junior dev it could take a lot more), so I had to bid for 400 euros (360 euros net for me after Freelancer's 10%).
