Can I get more info on what exactly do you wish to achieve? Write SMS on android phone, and then send to masses using bulk SMS sending providers (pay to them a little bit), or to be that provider? I haven't yet heard of service of this kind being free.

we used this type of tool in sms marketing for sending sms we will use some free internet user just way2sms and we give our best to make this batter.

I use for develop Java, Android Studio and Android SDK. This is my first job in freelance and I can do this app in the lower cost.
