Create extra menu bar for wordpress website

Our website is [login to view URL] we are offering Car GPS Tracker . We want two extra menu bars on top of our wordpress website in addition to the main menu. We are exactly looking for the top two menus shown on Evanto market [login to view URL] When the page is scrolled down,all three menus scroll up gently and nicely, and the website main menu remains in its place, just like it currently is. Please consider the second newly built menu has the following features, just as shown on Evanto markt: 1-Each menu item has a logo 2- Logos and menus are differently colored when hover 3- There is a little pointer below the menu, showing the current website. Pleas beware each of the items on this menu are shown within different websites and domain names. Therefore, I just need to know how to move the little silver pointer within the newly written code. Please put only sample items and logos on the second bar. Please put only sample text menu items on the first bar. Project terms: 1- You will be provided with wordpress and FTP credentials 2-You should tell us how to change the sample data and how to add new items. We DO have basic coding knowledge in php and html. 3- You should make a new child theme and edit the child theme so that we do not lose the data if theme upgraded. 4- You will get paid in full after the project is finished as Freelancer indicates.
