build PHP web record management system

What I want is record management system based on PHP, The following are my requirements: 1. The website should support both Arabic and English Languages 2. The website should be delivered with installation instructions both local and on web server 3. The website should be delivered with the associated database 4. The website should allow inserting the institution logo and information in English and Arabic Here are the functional Requirements: 1. The website should be designed to allow record management in office 2. The website should allow adding departments in the instiution 3. The website should allow adding users (there are several types of users: student, teacher, staff) The process: 1. The user logs into the account 2. The user should be able to create new record or search for existing one I. searching for existing one either by name/ date range/ record number (result should show where the record had been transferred and show the pdf file of the record II. adding new record allow adding the PDF file of the record and name of the record (date and number are assigned automatically) 3. The user should be able to print tracking log for each record 4. The user should be able to print (receiving remmitance) which is a document that is printed (with institution logo) shows the record details and requiriing the receiver to sign his name and signature. After that, the user takes this document and scans it and attach it to the record 5. The user can add any attachments (any file type) to the record later (which will be shown in the record log when it had been added) 6. The user can determine where the record is using this system and transfer the record between departments defined earlier (or can transfer it to certain user) 7. some confidential records should not been seen until the admin gives privilage (can be a tick mark while creating the record) 8. (Important) The admin should be given analytics of the records in each department (number of records transferred)
