Android-based GPS Tracking System

PLEASE READ ENTIRE DESCRIPTION BEFORE BIDDING. I want a GPS tracking system that will use geo-locations on Android phone (apk) to alert the user when entering or exiting specified locations, and send periodic reports to the administrator of the Android app. It will have the capacity to have very many (unlimited) geo-fences with different definitions (such as Town, City, Market, Estate etc), and will be alert the user on entry and exit into a Town, City etc via voice prompts stored in the Android phone. For example, if the user enters geo-fence 'Home', the Android phone should play a pre-recorded voice prompt 'You are now entering your home, welcome!' stored in the phone memory, just for example. As stated, the geo-fences will be classified into types so when the web-administrator creates a geo-fence, he will specify which type of geo-fence it is. For example if he creates a geo-fence for a town, he will select the geo-fence type as 'Town' (so that every time the user enters any town they will hear the same voice prompt "You are entering a Town"). It will also alert the User (with a voice prompt) and the Administrator when overspeeding and store records of overspeeding events. The system shall be able to push new voice prompts and software updates etc to the Android phone through Google Play Store. The mode of communication will be data, NOT SMS. The system shall have the ability to define user privileges, generate reports, and have Paypal wallet for payments by users. NB: To be fair to genuine bidders, please note that once you bid, there will be no further negotiations on the budget of the project, you will strictly work with the amount and time you will have bid.
