European shipping weight based calculations

We require setup of our shipping module to accommodate European shipping calculations, the system is running on a php ecommerce platform and the module is fully installed. The work is to find suitable European rate calculation tables available from local shipping carriers including the Dutch post office system and other private shipping companies which cover the European community by zone and weight. The shopping cart items include weights and dimensions which are used to make the calculations, all shipping data gathered from each company's information guide is entered through an admin panel. Talent requirements: PHP basic understanding of how to read an information chart and gather data basic understanding of how to search for and find for the information required to do the job from corporate sites of UPS, FedEx, TNT and [login to view URL] basic mathematical skills needed to check the automated process for accuracy and correctness must be able to use online translation tools to translate information documents as needed in order to understand them and use the information available (see page 5 as an example at [login to view URL])
