Create Database script in spanish

General Description: The script in general is for a web based database for users to be able to list their company in a yellow pages type of web. It also needs to have an administration area where only the user(or owner of the account) and the administrator can change the information in their listing. The script needs to be template based Perl for a Unix server. It is for a spanish language web. The server has many options available like MySQL access. The script must have; 1) An admin page to be able to administer various aspects of the database via templates without disturbing the script like; a) Banner ads to appear on various pages like the search page, the results post page, etc,. b) Mail: Mass mailing to all account subscribers, administration of email accounts for users. c) Font types on pages, Color bacjgrounds on pages d) Text on pages. e) Turn on or turn off the payment to list option as there will be times when listings can be accepted for free as a promotion. 2) A search page to search for companies by; product type, company name, country, city or all. Search is narrowed by entering more information in the search text boxes. 3) The ability to work with a paypal type script to accept payment from users who want to enter their listing. An English speaking coder can probably do the script with my help in doing the actual translation. I know someone out there already has a similar script that can be modified to be installed on my site. Installation and testing of the script must be included in the job. Will pay higher price once coder explains the additional needs and shows a working model of similar script before work begins.
