simple website Project (Small Budget)

we need build a step tracking website for us (that will also have the same . It will have a similar look and feel as our current site: [login to view URL] (more detailed look and feel requirements will be sent to the freelancer when hired). This will be created as a plugin for Joomla and we're running an older version: (1.5.26) I'd like the designer to be as available as possible. I understand there's a time difference with most freelancers here, but would like any issues to be addressed as quickly as possible (and would prefer not to have to wait until the next day to answer questions). I will supply all the design elements (font, images) along with the wording for the site to the freelancer when hired, but it will be a complete build from the ground up. At this stage, it will need to be a maximum of three pages: a login/sign-up page, a dashboard with stats and a place to input steps, and a terms and conditions page. The freelancer will need to keep in mind that we may like to have the capability for this site to be used as a mobile app in the future. While I'm marking that I need this in 6-8 days, this is the absolute maximum I can wait! Priority given to freelancers who can create in a shorter timeframe.
