Ad network for social networking service - Phase 1

Create an ad network for a social medium. The site will take some elements similar to adwords and adbrite, but will be more simple, and not quite as intricate. To keep costs down, and use proven technologies, part of the project requires that you identify, and intigrate a current open source project to build on, or use as many currently available plug-ins as you can. We prefer development in Ruby On Rails, then PHP, then ASP, then other suggestions last. You must have extensive knowledge (and provide examples), of past projects involving API's (think facebook, though not what you will be working with). [login to view URL] Also, time is important to us, so we are going to offer the following bonus money: If you complete the project in 30 days we will offer a bonus of $3000 Complete in 40 days and we will give you a bonus of $1500 Complete in 50 days and we will give a bonus of $500 Complete in 60 days and we will pay the initial bid price. For every week after 60 days that the project is not complete, we will subtract $1000, with a minimum payment of $500 if we decide to keep work completed to that date.
