E-mail engine for PHP website

I would like to add e-mailing capability to my project planning website. To understand the desired functionality in two parts: PART 1 1. go to [[login to view URL]][1] and enter **demo** for the user name and password. 2. click on the pencil icon (on the left) next to 1.1 Goals 3. I would like to add a button at the bottom of the project template entitled "e-mail update" 4. when pressed, an e-mail version of the project plan will be sent to project and task owners with a link to the plan PART 2 1. I would like the strategic plan owners (owners of My Strategy) to be able to choose (from the admin. page) to receive an e-mail of their stragic plan page and choose the frequency. e-mail addresses will be added on the administration page must be secure a development site will be provided I am open to recommendations for the best solution and fair bid.
