quiz website - looking independant php coder

i have a quiz which has been made in powerpoint. i want to make this to a website. please first open the powerpoint, and read the instructions on how the current quiz works, and understand how this quiz works. dropbox link: [login to view URL] the web version will be improved and more user interactive. each user is able to make their own quiz for use in school/teaching/family gatherings. -> it is a registered users site. so on 1st page, user can register, and then they can create their own quiz. -> the quiz currently is designed to only work with a fixed no. of categories and questions. we need to change this so the user can either: choose the number of questions per category and also the number of categories. -> attention is needed to the spinning wheel. it should be random, and should evenly pick the categories. it should not pick the same category twice in a row. it would be best if..e.g. 4 categories, it should pick 1, then the next spin it should pick from 3, then from 2, then the last 1, and then it should begin a random spin of 4 again. -> the user should also be able to select the no. of categories. -> each user has their own working database area within the site, where they can save questions. it should be able to create e.g. some questions and fill some settings, and save changes and then be able to return a different time to finish making the quiz. -> user should be able to edit the sounds. the sound for the wheel spin will be same, and also for the right/wrong answer. but the user will be able to choose from 3 theme tunes (or however many we (the site administrators) make available for them. they can also choose no theme tune, and also can switch the other sounds off too. -> a control/admin panel is need for the site administrator (me) and also for each user. -> the site administrator should be able to check things like no. of registered users, and also access all their quizes. etc. what kind of freelancer i want: -> must work individually and independantly. do NOT want IT company or web teams. -> i need someone who has good ideas and can give me ideas to make the quiz better. for the right person this will be a fun and interesting project. -> very good at programming and code. i do not want a beginner. -> i do not want to hire a 'designer' for this site. i prefer for the developer to be able to make the design themselves once they have good idea of the pages and navigation etc. the look of the site can be based on the powerpoint but it should look alittle nicer. -> available to speak on scipe i have budget of max £400 ($600)
