Portal with CMS Development

Hello, i want to develop a portal, and i need a very FAST and EFFECTIVE programmer or programmers team. i will give you all the templates needed, so the only think you have to mind about is the development. I want the portal to be developed in php using mysql, or in asp.net using c# and sql server 2005. Here is what i want. i want it to be 100% dynamic. It is about a convetional center website. in the first page i want the admin to be able to insert the new event (photo+leaflet+presentation+3 photos) i also need a partners page. the admin will be able to insert and create new partners presentation. (photo+leaflet+presentation+3 photos+eBook+etc like this) also i need a catalog creation with all the companies existing there. The style of it will be just like Yahoo catalog. So the admin must me able to create/modify/delete some new catalog categories, and insert into it new companies including presentations for each one of them. i also need a feature that will automatically create companies craetion, from a csv file, and automatically register them to the already made catalog categories.
