197684 Banner Exchange System

I want a simple banner exchange type system with the following features... 1) It will rotate/exchange peelaway type ads similar to the one at [login to view URL] 2) Members of the banner exchange can join for free - enter username/password, email, etc. 3) Page for ad creation instructions. 4) Upload ad page where they would upload the graphics, etc for each ad. Option to press “test” to see their ad on a test page. 5 ads per account. 5) They will earn credits for impressions. For each credit, they will get one impression. Credits will be earned at the rate of 5:4 or whatever is entered in the administration setup panel (that's 4 credits for 5 impressions on their web page). The extra credits will go to member “admin”. 6) There will be an admin panel where certain options like imp:credit ratios will be entered. Also some overall statistics. 7) Ads will be stored in folders for each account and that folder name will be entered into the main rotator database. The rotator will just go sequentially through the database and then start over. I guess use the user name as the name for the base folder and then just name the sub-folders sequentially 1,2,3,4,5 corresponding to their ads. Store a “last ad displayed” variable for each member so you can sequentially rotate each member's ad's too. 8) Each member will be provided with a code segment (rotator) to insert into his web page. Each code segment will have the member's account identified in it somehow. There will be a “get code” option in the member's control panel. Earned credits will be assigned to each ad in a member's account evenly. 9) Impressions and clicks will be tabulated for each ad. 10) Members will be able to see the credits, impressions, and clicks for each ad in their control panel. 11) This system should be able to handle 1,000,000 impressions per day - so do whatever you have to do to make it as fast as possible. I'm not an expert on this, but I think interpreted code is not an option - it must be compiled? 12) Categories - I need a category system that will allow each ad and web site displaying ads to choose a category from a list. Ads go in one category and web sites can choose more than one category of ads that can be displayed on their site. There will be one web site associated with each ad. They will be selected from a drop down box. The list of categories will be entered in the admin panel. 13) Ad approvals - each ad must be approved by administration. So there should be a system that automatically displays each ad one by one along with the category and also the web page associated with that ad and the categories for the web page. There will be a button for "approve" and "disapprove". Disapproved ads will be marked "disapproved" and will display an appropriate message in the member's panel. 14) Fraud prevention - I need a simple system to check IP addresses and impressions during a certain amount of time to prevent cheating. 15) This is the basic system. Minor adjustments may be added as the project progresses and your quote should include these minor modifications. Major deviations from this basic plan will be quoted per change. I want a good programmer who is willing to work under the quote provided. I do not want to be nickel and dimed to death for every “little” change needed. Of course, I want a complete working system that is bug free and tested. 16) If you have a system like this already written, I'll look at that option too.
