53514 perl script for text searches

Seeking a perl script for text searches in our file stored on a website. Our file contains 41,000 records, and five fields per record. The Perl script will read the file into an array, and allow user to type in keywords from an html form on a website. Script will then search the one description field of the file for the keywords. Will display on the web page each record that contains the keywords, each in a simple table format. Will need to have option for Boolean and/or, “include all of the keywords”, “include any of the following keywords.” Need a quick turnaround, project completion cant drag on. (Needs to be done in Perl because I'm learning Perl and want to be able to have the flexibility for updating it myself. Had some of it partially working, but got stuck and needed to call in help.)
