Software to convert data from PDFs to CSV

The user will periodically rerun the software to update the Excel (or csv) spreadsheet. The PDFs containing the data will be found in a folder (see ‘Example Files’ -> ‘Protection Project Reports’). Each PDF has been published for a particular year. These PDFs contain a section in which countries are listed as meeting the requirements for a particular variable. The format is of the following: Variable_1 CountryA, CountryB, CountryC, CountryD Variable_2 CountryA, CountryB, ,CountryX CountryY, CountryZ Each year has unique names for both the Variables and the Countries. These yearly changes are documented in the files ‘Country Translation [login to view URL]’ and ‘Variable Translation [login to view URL]’. 1. The Software should read this PDF and export the data into an Excel or CSV file by: Reading the Country and Variable names from the proper year in their translations tables 2. Finding the Variables in the ‘Protection Project Report’ for that year 3. Finding all the countries listed underneath that variable in the Report. 4. Exporting the data to an Excel or CSV using the variables names from the FIRST column in the ‘Variable Translation [login to view URL]’, and using the country names from the FIRST column in the ‘Country Translation [login to view URL]’. a. NOTE ON VARIABLE TRANSLATIONS: Some year reports delineate between unique variables by Category-Variable combinations. i. See Example in HTC - TIPs Coding ii. In this case the Software should first find the Category and then the Variable, outputting the first column name to the Excel or CSV. b. NOTE ON COUNTRY TRANSLATIONS: Some year reports use multiple naming conventions for a single country. In this case the names are listed in succession under the given year. The Software should output the country name from the first column. In the case of multiple naming conventions for a year, the row in which the country name is found may have an empty cell in the first column. In this case the software should output the first country name found above the given cell. The Output table will be of the following format: country year variable data CountryA 2012 Variable1 1 CountryA 2011 Variable1 0 CountryA 2010 Variable1 CountryA 2009 Variable1 1 CountryA 2008 Variable1 1 CountryA 2007 Variable1 0 CountryA 2006 Variable1 0 CountryA 2012 Variable2 CountryA 2011 Variable2 CountryA 2010 Variable2 1 … … … … CountryZ 2006 VariableN 1 Where the data field is “1” if the variable lists the given country, “0” if the variable does not list the given country, and “null” if the variable does not exist for that year.
