Hi, We have worked on a similar web app project that tracked older people and monitored their state, direction and heading using GPS and locations( waypoints and "lifecircles" ) saved in a SQL database, being able to alert relatives through SMS, calls and email, in the case of deviation from the normal path, abnormal behavior or prolonged stops. Your project requires a similar architecture, with Points of Interest(crowdsourced speedcams, radar, traffic checks etc) polled from databases and compared to the current GPS coordinates of the user, with both online and offline functionality. The app can either be left as a web-app, or packaged using PhoneGap as a standalone Android, iOS or Windows 7/8 app. Additionally, we can implement paid packages, subscriptions and payment processing for both the stand-alone app and the web-app. We use responsive grid systems such as Bootstrap to offer a homogeneous experience on all screen-sizes and fully localized assets(i.e., the app can be displayed in a multitude of languages) .
