I need help with my suspended Android App and with the Permissions Declaration Form

My application has been suspended for the following reason: "Status of app ([login to view URL]): Suspended from Google Play due to policy violation During review, we found that your app violates the policy for Spam. We don't allow apps that spam users or Google Play, such as apps that send users unsolicited messages or apps that are repetitive or low-quality. For example, your app currently sends users unsolicited phone calls." They haven't told me what part of my app has this unsolicited problem since my App has different ways of calling people... This doesn't make sense to me since there are Apps on Google Store that do the same thing and they are still available on the store for download. And when I ask them for the specific reason why my app is suspended they don't replay back to me. Also on the Google Console after I upload my App APK it says that I need to Declare the sensitive permissions: New permissions requests (3 permissions): android.permission.PROCESS_OUTGOING_CALLS android.permission.READ_CALL_LOG android.permission.WRITE_CALL_LOG I need someone with experience that can help me with this issue.
