Researches for a UAE dweller

Project: Art School. We look for someone well introduced in Art circles and / or education circles; maybe an artist or an art teacher wishing to be part of the future teaching staff. The questions that have to be answered are: First of all : 1 - will such a school be authorized ? Then : 2 - if yes, at which conditions (if any) ? 3 - which city would be the best choice ? (we plan to open a school for committed art students who would like to prepare the Ecole des Beaux-Arts, or the Ecole du Louvre, or the like, not for dilettantes) 4 - which legal frames are to choose between ? (ie: what about the free zones, the Dubai knowledge Village, etc). 5 - a plan of action Of course, the answers to the first 4 questions will determine the elaboration of the fifth point. The answers to questions 2, 3 and 4 will have to be specific and justified. The plan may be a rough plan to begin with. Preference will be given to a native Emirati, whose resume proves her/his skills in the field, and who is interested in partnership.
