set up small private domain registry

We own .[login to view URL] and want to develop our own registry to sell third level domains aimed at offshore companies (IBC's) and sellers of offshore companies particularly in Hong Kong and Asia. We are looking for a programmer experienced with the free open source openreg software to set this up from a new website on a linux server and create the entire website with all compnents fully installed and ready to operate. No "chancers" please. Applications only wanted from those with the knowledge and experience to do this. Please advise how you intend to do this and what your quotation is.
