I went through your requirements, its a solid bunch of requirements requiring solid indexing features for fast searching and jasper reports knowledge to make reports for PDF. I would say Rs 1500 is very less amount and no good developer would do all this in such low cost. Let us talk and see what we can do. FYI, I have been working with JavaFX application for over a year now and have made quite a few of them, so I can complete this work in a week.
