I need a site back linker and off site seo person

I have a site that I am growing over the next 3 years and maybe even more after that. I need a person that can do about 2-3 hours off site seo for the site every week and give me a simple update on a weekly basis. What I really want is somebody who knows how to handle off site seo, for starters making a few backlinks for each post I do, Make a facebook account and some other top Social Networking accounts with lots of comments linking back to my site and just keeping the off site side of this site great and lots of Quality back links coming in for it each week. The site is ***study*** related so someone who can get backlinks of that nature will be picked over someone else, I also need someone I can trust and get along with as this will be a long term project. Someone with ideas for the site to help it more is important. I will pay 50nzd a week for this work, over a year that works out to $2600nzd or about $2200usd, Also you will get a % of the sites income in time once trust is gained. So that could end up being a extra 100 a week after a year for 2-3 hours work a week. Also there could be more ongoing work in time.
